Loss of Pound Sign

Such a strange question, but I recently upgraded to El Capitan and just noticed today that when I press shift+3 (as I should according to my UK keyboard) it produces a hash key rather than a pound sign - has anyone else had this problem/know how to fix it?

Your keyboard has got itself set to U.S. You should be able to set it to British English in System Preferences. I don't know if it's the same in El Capitan, but in Mavericks you go to System prefs>Keyboard, select the 'Input Source' tab and check 'Show input menu in menu bar'. Click the '+' sign below the list at left and select British. Then in the menu bar select the US flag and change to the British one.

You can also change your region in System Preferences>Language and Region.
